Overview
Question Library is the tenant catalogue of reusable form questions you can insert from Form Builder or checklist flows. This journey focuses on Part 1 tasks: open the library, create or edit a question with the same property patterns as Form Builder, and hide rather than destroy retired items when history must remain.
Who can use this

You need access on ContentManagement plus the settings feature set and an active tenant.
Before you begin
Navigate Settings → Libraries & templates → Question Library (labels may localise).
Confirm the page heading Question Library and the introductory sentence about reusable questions.
Know that insertion into a specific form still happens inside Form Builder; this article covers the catalogue only.
Walk through the flow
Create a library question
Open Question Library from Settings as above.
Choose Add question (or the primary trigger that opens Question Management).
Complete label, required, and answer type using the same property panel patterns described for Form Builder.
Save. Validation errors appear as toasts; a successful save refreshes the table.
Edit an existing question
Locate the row in the table showing Question Title, Answer Type, Status, and Actions.
Choose the edit control in Actions to reopen the sheet with existing values.
Adjust fields and save again so dependent forms pick up the updated definition where the product allows.
Hide or show without deleting
When a question should leave default pickers but remain for historical responses, use the eye or eye-off control described in the guide.
Confirm the Status badge moves between Active and Hidden.
Switch the visibility filter to All or Hidden if you temporarily “lose” a question while the default filter is Visible.
What happens next
Active questions appear under default filters and remain candidates for new forms.
Hidden questions stay available for historical responses but drop out of the default visible catalogue.
Notes
IMPORTANT: Prefer hide over destructive deletes when responses might still reference the question.
If the navigation link is missing, ask for ContentManagement access. If Form Builder cannot find a new question, refresh and confirm you are editing a module that supports library insertion.
