3 Elements of Verification

In this module, we explain the elements of a manager verification and how they contribute to the effectiveness of a Critical Control.

Introduction

Manager critical control verification checklists are different to the format used by supervisors and operators.

Manager checklists are divided into 3 elements:

  • Design

  • Implementation

  • Training and Competency

Dividing the verification in this way enables a manager to holistically understand the performance of a critical control. Let's work through each element to understand how it is applied. Each element is identified by its section heading.


Design

Design describes the capability of the critical control to prevent or mitigate the critical risk. It defines what the control is capable of doing and what must exist for it to function effectively.

Design must:

  • Describe the capability of the control.

  • Describe the critical control elements.

  • Focus on what must exist for the control to function.

What questions do we need to ask to check if the design of the critical control is effective?

Implementation

Implementation describes how the critical control is applied and functions in operation as designed. It confirms that the critical control is in place, operating and effective at the time of work execution.

Implementation must:

  • Describe the operational characteristics of the critical control.

  • Confirm the control is present, functioning and effective.

  • Describe the state of the control while work is being undertaken.

What questions do we need to ask to check if the critical control is working effectively during operation?

IMPORTANT: These questions must be verified out in the field, as they ensure the control is being implemented correctly.

Training and Competency

Training & Competency describes the capability people require to recognise hazards, understand the purpose and limitations of the critical control, correctly apply the control, and identify when it is not effective or absent.

  • Recognise the risk.

  • Identify when the critical control is ineffective.

  • Understand the purpose and limitations of the critical control.

  • Apply the critical control correctly.This element ensures that all personnel have the required knowledge and training to competently implement the control and manage the risk.

What questions do we need to ask to test the capability of people to interact effectively with the critical control?


Summary

Manager verification provides assurance that critical controls are in place, effective, and working as intended. The results help managers proactively identify and fix gaps to improve control performance so risks are managed effectively.
